Title Turn up Colour Treatment

Hello,

I've got very dark brown -almost black- hair and wish to use the turn up colour dye to get the same colour as what's in the link below. Do I need to bleach my hair to achieve this blue colour and will I even achieve this shade of blue if I use the green blue dye?
